Pre-Permit Requirements

Regulations and Procedures

All builders and contractors shall conform to the following regulations and procedures:

PLEASE NOTE: PERMIT REQUIREMENTS CHANGE PERIODICALLY. ALWAYS CONTACT THE BUILDING DEPARTMENT PRIOR TO COMENCING ANY WORK.

Building Codes Used in the Village

  1. The International Residential Code, 2003 (with Local Amendments)
  2. The Grayslake Electrical Code, 2002 (with Local Amendments)
  3. The State of Illinois Plumbing Code (with Local Amendments)
  4. The International Fire Code - 2003 (with Local Amendments)
  5. The International Energy Conservation Code - 2003
  6. The International Mechanical Code, 2003 (with Local Amendments)

Permit Applications

Applications shall include the following Building Permit Grading Plan requirements:

  1. Scale of Plan: 1" = 20' or Larger (Shown on Plan).
  2. North Arrow.
  3. Property lines with dimensions.
  4. Easement lines.
  5. Building setback lines.
  6. Proposed foundation with outside dimensions.
  7. Top of the foundation elevations along with location of changes in elevation at steps in foundation.
  8. Driveway, sidewalks, and patios (curb catch basins shall not be located in driveway aprons).
  9. Finished garage floor elevation at garage door.
  10. Top of curb elevation at side property lines extended, curb returns for corner lots, and centerline of driveway.
  11. Back of sidewalk elevations at side yard lot lines, sidewalk intersections on corner lots, and at centerline of driveway.
  12. Finished grade elevations at foundation corners.
  13. Finished grade elevations of patios.
  14. Top of frame elevations of catch basins and/or inlets in yards and curb lines.
  15. Existing and proposed elevations at all property corners and at grade break points on side and rear lot lines.
  16. Arrows showing direction of overland flow within the lot, along side and rear lot lines and a driveway along with the proposed slope expressed in percent.
  17. Existing or proposed tops of foundations on all adjacent lots.
  18. Proposed foundation ties to front, all side yards and rear yards. This distance shall be the shortest difference between the proposed foundation and the property line.
  19. Existing contour lines within the lot and to a distance of at least 25 feet outside the lot. This information should reflect current conditions and not necessarily preconstruction conditions.
  20. A legend of contour and spot elevation symbols. The casual reviewer should be able to differentiate between existing and proposed elevations.
  21. This document shall be titled “Proposed Grading Plan” and shall become part of the building permit records for the subject lot.

Construction Procedures

Grading Plan Rules

Plans must meet the following grading requirements:

  1. Ground slopes shall be no flatter than 2 percent or steeper than 8 percent except that in side yards adjacent to the proposed building may be increased to 10 percent.
  2. Finished ground elevation at the proposed foundation shall be no less than 4 inches nor more than 8 inches below the top of foundation or bottom or bottom of siding.
  3. This plan shall be prepared under the supervision of and certified by a Professional Engineer, Professional Surveyor, or Registered Architect.

Landscape Watering

Before watering or landscaping, a water meter must be installed, sealed, and a water account must be established with the Village. Failure to do so will require the Public Works Department to turn off water service to the building. A fifty dollar ($50.00) turn-on fee will be charged, an estimate of water usage will be made, and a water bill assessed for the water usage. Payment of the bill will be required prior to issuance of an occupancy permit.

Record Grading Plan

On all new construction, a spotted survey must be submitted to the Building Department certifying compliance with the record grading plan requirements. Record grading plan requirements include:

  1. Plat or Survey with foundation tiles and dimensions.
  2. Finished garage floor elevation at edges of driveway.
  3. Finished back of sidewalk at property lines, sidewalk corner on corner lots, and at driveway edges.
  4. Ground elevations at foundation corners.
  5. Elevation at patio corners.
  6. Spot elevations at rear property corners and at all grade breaks on side and
    rear lot lines.
  7. Top of frame elevations at inlets and/or catch basins in rear yards and curb lines.
  8. As constructed ground slopes expressed in percent along with arrows showing
    direction of surface runoff.
  9. Certification by a professional survey or professional engineer.
  10. This document shall be titled “Record Grading Plan” and become part of
    the building permit records for the subject lot.

Temporary occupancy survey shall comply with attached recording grading requirements. No certificate of occupancy will be issued until record grading plan has been approved. If climate and/or temperature prohibits the completion of the exterior, driveway, sidewalks, grading and/or landscaping, the Building Department will require a cash escrow in the amount of $2,500.00 to insure completion of the exterior items in conformance with grading plan.

Occupancy Permit

No furniture or personal items shall be moved into the building until final inspections are made by the building, electrical, and plumbing inspectors. No Certificate of Occupancy will be issued until a water meter has been installed and sealed, all applicable fees are paid and the record grading plan is approved.
